PDB prioritises the safety and health of our employees, contractors, dealers, business partners and customers, as well as the local communities residing in areas where we operate. Ensuring a safe working environment is fundamental to our operations, and we are committed to safeguarding everyone involved in our activities.
Over the years, PDB has closely monitored and tracked its safety performance against annual targets, aligning with PETRONAS' Mission Zero is Possible initiative. In 2023, we successfully achieved a target of zero (0) in the following key safety indicators: Number of Fatalities Number of Loss Time Injuries (LTI) Number of Major Fire Incidents Number of Major Loss of Primary Containment (LOPC)
In the event of an incident, including injuries or fatalities, PDB conducts thorough investigations to identify the root cause. These investigations aim to uncover the underlying factors that contribute to incidents and to implement the necessary improvements to prevent similar occurrences in the future.
Our long-term goal is to consistently improve safety performance, with a focus on achieving better results over a three-year average. We remain dedicated to enhancing our safety culture and ensuring that our processes continue to evolve to meet the highest standards of health and safety.
This initiative supports the following UN SDGs: SDG 3: Good Health and Well-Being SDG 8: Decent Work and Economic Growth
PDB is committed to maintaining a strong safety record, continuously improving our practices and fostering a culture of safety across all aspects of our operations.

What Is PDB HSE Policy
The PETRONAS Health, Safety & Environment (HSE) Policy sets out our commitment in upholding the safety of people, assets and the environment. Applicable wherever we operate, the PETRONAS HSE Policy ensures every person at our vicinity does the right thing, every time.
As a responsible employer and operator, the safety of personnel at our facilities is of utmost importance to us. Our PETRONAS Zero Tolerance Rules, or “ZeTo Rules,” are among the many safe systems of work we have in place. ZeTo Rules prescribe 10 mandatory principles which must be adhered to by everyone including third-party personnel at our facilities.
